Who qualifies
Any attorney licensed to practice law in any state in the United States or the District of Columbia shall be admitted to practice generally in this Court upon payment of an init ial fee, as prescribed in the Fee Schedule, and completion of the registration process through PACER.ilsd.uscourts.gov
